New LTC Certificate of Completion – The LTC-104 Explained

Texan gun owners and instructors, get ready for a change. The Texas Department of Public Safety has introduced the new LTC-104 certificate of completion for the License to Carry (LTC) class, replacing the LTC-100 and LTC-101 forms. This update promises to streamline and simplify the documentation process for both students and instructors. In this post, we’ll break down everything you need to know about the LTC-104, from its purpose and benefits to practical tips on how to complete it.

Understanding the LTC-104 Certificate

The LTC-104 is the new mandatory form for anyone completing the Texas License to Carry class. It replaces the older LTC-100 and LTC-101 forms, combining their functions into one comprehensive document. This change is designed to make the process more straightforward for both instructors and students. Unlike the LTC-100 and LTC-101, one being used for in-person classes and the other for online classes, the LTC-104 consolidates everything into one form. This consolidation reduces paperwork and makes it easier to track and submit your information. It also minimizes confusion, providing a clearer roadmap for certification.

Key Differences from the Previous Forms

At the time of this blog post (July 19, 2024), the Texas DPS is still accepting the LTC-100 and LTC-101 forms from students. Although the LTC-104 was introduced in May of 2024, Texas DPS RSD (Regulatory Services Division), has not announced a date that the old forms would no longer be accepted by. To determine which form your License to Carry instructor issued you, look at the bottom left corner of the certificate. As you can see from the image below, it will state “LTC-104 (Rev. 04/2024)”.

If you have an LTC-100, the bottom left corner will state “LTC-100 (Rev. 10/21)”, and the LTC-101 will state “LTC-101 (Rev. 07/21)”.

The main difference in the form is the ability for the instructor to select “LTC Instructor” or “OCP” for the Classroom Instruction section.

This is what allows the same form for students taking a full LTC class in-person and students that complete the classroom portion online through an Approved Online Course Provider, such as OnlineTexasLTC.com. The instructor will simply check the correct circle for the class type that the student took. For example, if you completed the full LTC class in-person, the “LTC Instructor” circle should be checked. “OCP” would be checked for students that complete an online LTC class.

Important Details

Just like the LTC-100 and LTC-101, the LTC-104 is valid for 2 years from the completion date of the class listed on the certificate. This means that once the LTC-104 is issued, you have 2 years to complete the proficiency demonstration (range instruction and shooting qualification) and submit it to Texas DPS RSD.

Texas DPS also allows you to submit two separate LTC-104 forms to fulfill your training. One for the classroom instruction, and a completely separate form for the proficiency demonstration. This means that the two sections of required training:

  • Classroom Instruction
  • Range Instruction/Proficiency Demonstration

can be completed in any order, with different instructors and on their own LTC-104 forms. This flexibility is beneficial for instructors and students. As an LTC instructor, if a student shows up to a proficiency demonstration session without a certificate, that is completely fine. You can simply issue a new certificate, just leave the classroom sections blank.

Instructor Note

LTC Instructors are not allowed to submit the LTC-104 certificates to the Texas DPS on behalf of students. Only the student can submit the LTC-104/LTC-100/LTC-101 certificates for their LTC application. This is a requirement set by the state.

LTC-8 Changes

The LTC-8 is a form that LTC instructors must submit to the Texas DPS within 5 days of a student completing an LTC class or Proficiency Demonstration. This form has not changed with the introduction of the LTC-104. LTC-8’s must still be completed and submitted within 5 days.
